Making street water drains more eye-friendly in Brazil

As we often do here at Artonot, we must ask, is this an example of true artistic expression, or just more wannabe artists having too much time on their hands? What do you think? Best thing to come out of Brazil since Cidade de Deus and Ronaldinho, or not quite?
